The FMCSA is replacing its legacy URS and MCMIS systems with Motus — a unified, modernized registration platform rolling out in Q2 2026. Here’s everything you need to know to stay compliant and keep moving.
If you’ve spent any time in the FMCSA portals, you already know the frustration — outdated systems, juggling multiple logins, and never being sure your paperwork actually went through. That changes in 2026. The FMCSA is officially rolling out Motus (Latin for “movement” or “progress”), a completely modernized, unified registration system designed to replace the legacy URS and MCMIS platforms.
What’s New in Motus
The FMCSA rebuilt their infrastructure from the ground up. Phase II opens to all regulated entities in Q2 2026, bringing six major upgrades:
One Central Hub
USDOT number, biennial updates, and operating authority — all in a single company account. No more bouncing between portals.
Mobile & Tablet Ready
Fully optimized for phones and tablets. Handle compliance tasks directly from the cab of your truck.
Real-Time Checks
Smart auto-population flags inconsistencies and missing info as you type — stopping delays from simple typos before they happen.
Stronger Fraud Protection
Identity verification via Login.gov, proactive business validation, and randomized USDOT and docket numbers for new applicants.
USDOT Suffixes
New USDOT numbers will carry digital suffixes within the portal to identify registration type — no new truck decals required.
Granular User Roles
Invite safety managers, dispatchers, and admin staff as sub-account holders with specific permissions — no more sharing master credentials.
What Is NOT Changing
Every regulatory shift sparks rumors. Here’s what’s staying exactly the same:
Your Legacy Numbers
Existing USDOT and MC/MX/FF docket numbers are not changing. Randomization only applies to brand-new applicants.
No New Truck Decals
USDOT suffixes are digital-only within the Motus portal. You do not need to replace anything on your physical vehicles.
Docket Numbers Stay Active
Despite past rumors, docket numbers are not being eliminated at launch. Your MC number remains fully active.
BOC-3 & MCS-150 Rules
Filing requirements remain identical. You’ll just complete your MCS-150 biennial update inside Motus going forward.

Your 4-Step Transition Checklist
Don’t wait until you’re forced into the new system. Complete these steps now to avoid getting locked out or facing compliance delays.
-
1
Audit Your Legacy FMCSA Portal Account
Accounts are disabled after 90 days of inactivity. Log in immediately to verify your status. If locked out, contact the FMCSA help desk to regain access before Phase II goes live.
-
2
Verify Your “Company Official”
Only the designated Company Official — using the exact Login.gov email address on file — can claim your account in Motus. Confirm this role belongs to an actual internal owner or direct employee.
-
3
Clean Up Your Business Data
Motus will import your legacy FMCSA profile to build your new dashboard. Verify your operation classification, contact information, and authorized personnel are 100% accurate before migration.
-
4
Claim Your Account in Motus
Once Phase II is live for your entity type, the Company Official logs into Motus via their Login.gov credentials to claim the USDOT number. Your digital dashboard auto-populates from there.
“Waiting until you’re forced into Motus is the single biggest risk carriers face in this transition. The time to act is right now.”
